Bell County, Texas Inmate Search

An inmate search allows individuals to look up information about people currently incarcerated in jail, helping them track the person’s stay and status. The Bell County jail, run by the Sheriff’s Office, is the primary detention facility in the county. However, there are also city-run detention facilities, particularly in Killeen and Harker Heights. These facilities are run by the Killeen Police Department and the Harker Heights Police Department, respectively. Although these municipalities have their own jails, they do not maintain separate jail rosters, as inmates in municipal jails are often transferred to the Bell County jail.

An inmate search can be conducted at the facility where the inmate is housed and typically reveals information such as the inmate’s demographic details, booking history, and custody status.

Jail Facility Overview in Bell County

The Bell County jail system consists of three detention facilities: Central Jail, Loop Jail, and Juvenile Detention Center. The Central Jail is the main high-security facility where intake and booking occur, while the Loop Jail is a low-security expansion facility, usually used for minimum-security housing and work release. The Juvenile Detention Center houses only juvenile arrestees, has space for up to 36 youth, and includes 2 educational classrooms, a briefing room, a nurse station, an intake room, and a visitation room.

The Bell County Sheriff’s Office oversees the Central Jail and the Loop Jail, while the Bell County Juvenile Services manages the Juvenile Detention Center. The distinction exists because the Texas juvenile justice system is legally separate from the adult system. Juvenile facilities focus on rehabilitation rather than punishment and are governed by the Texas Family Code and the Texas Juvenile Justice Department (TJJD), whereas adult jails are governed by the Texas Commission on Jail Standards (TCJS).

Additionally, the cities of Killeen and Harker Heights each maintain their own detention facility. These are smaller facilities that hold inmates arrested by the city police departments for minor offenses.

Inmates in Bell County can be held in different facilities, depending on the arresting agency and the type of charge. The specific facility where an inmate is held determines how a search may be made. Inmates incarcerated in the Bell County Central or Loop Jail can be found by searching the Inmate Inquiry Portal using the inmate’s name, subject number, or booking number. Researchers may also obtain information on the inmate by calling the Sheriff’s Office Records Unit or making an inquiry in person at the office.

Bell County Visitation Rules and Schedules

Visitation is one way friends and family can maintain communication with an inmate at the Bell County jail. Individuals are permitted to visit an inmate in person or by remote video visitation. The visitation schedule depends on the mode of visit.

On-Site Visitation

Inmates are allowed up to three 20-minute physical visits per week. An individual must be part of the inmate’s visitor list before they can visit. An inmate may include up to three adult family members and friends and may review and update the list every 30 days. Visitors will be searched upon entry and at any time during the visit, and are expected to dress appropriately and not engage in any disruptive behavior. Failure to comply may result in the termination of the individual’s visiting privileges. The visitation schedule is as follows:

  • Inmates with Last Names A-M: 9:00 a.m. to 7:00 p.m., Sundays and Tuesdays
  • Inmates with Last Names N-Z: 9:00 a.m. to 7:00 p.m., Thursdays and Saturdays

The county understands that there may be a need to contact an inmate outside the visitation schedule and makes room for this by allowing emergency visits. However, these visits are subject to the Jail Supervisor’s discretion and are evaluated on a case-by-case basis. Also, attorneys of record for an inmate are not bound by the visitation schedule and may visit unrestricted during regular hours.

Remote Video Visitation

Remote video visitation allows individuals to visit an inmate without physically being at the facility. Video visitations are conducted through a third-party vendor, and visitors must create an account to proceed. The video visitation schedule is 11:00 a.m. to 7:00 p.m., 7 days a week.

Mailing and Commissary Information

Sending mail to an inmate in the Bell County jail is a two-track system: personal mail is processed digitally through a vendor in Florida, while legal mail, money orders, court documents, bank statements, and publications go directly to the jail. Personal mail is sent to another facility for scanning to prevent the entry of contraband into the jail.

The Sheriff employs a third-party service named in the county jail memo to process and deliver mail from the scanning facility to the jail (the proper address format is also listed on this memo). Books are not permitted except if sent directly from the publisher and must not exceed five per month. This also applies to magazines, brochures, pamphlets, and religious material, except the bible or the quran (of which only one copy is accepted).

Inmates can purchase commissary items with money deposited into their trust account. Deposits are made by friends and family and can be done in person, online, or via money order.
